Should work both ways, so if you lose to a Conf North/South side its -5, Step 3 side is -10 etc.

Play county cup games pre season, put top half conference teams in the checkatrade trophy and as part of the tv deal make it mandatory that every team has to be shown live on bt at least once and put a cap on how many teams are shown per season, say max of 6 games at home
