No. It's the chairman having a pop back at the fans. Some think they haven't marketed the club enough so they've given this offer all they've got in the last few weeks, to minimal effect. Chairman probably thinks he's proved a point and is rubbing it in. This is an offer that funds itself, if enough take it up all is rosy and if they don't, the pay on the day prices recoup the losses.
