I suppose there has to be a defined # of steps, and even if it was upped to three there woul still be a case where this would arise again. Indeed, which makes the Johnson catch in Chicago back in '09 was it?, still make me scratch my head and pissed off, he caught it, took two steps feet down and then put a knee down, no bobbling of the ball, nothing, until he lets go of it after his knee hits - that is a catch, a TD. I am so glad Tate's was against the Bears and has everyone talking, and the final score was close enough to make it matter, I might finally be able to forget about Megatron's effort!

If a RB (or eligible runner) is bobbling the ball all over the place but breaks the goal line it is a TD. They could be holding on to it with one finger, as long as it breaks that line it's good.
Remember he was called a runner, not a receiver - this is where all the confusion comes in.

It's part of the problem with the catching/receiving rules when a thrown ball has to be under so much more control for so much longer, makes everything utterly confusing.
