If someone takes over the club & clears all the debt id imagine the National League might take them. If they decide to go the phoenix route they would surely start at North West Counties level or at a push maybe Northern League North West.

I'd argue that for a buyer this actually makes far more sense than desperately trying to get the club back into L1 now. They'd still need to spend a significant chunk to stay up in L2 next season. In NL North they can tighten their belts while still having probably the highest budget in the division and still maintaining decent attendances at Gigg Lane, as the fans will surely just feel incredibly lucky that their club still exists. The net impact in terms of the the club's league position will be pretty minimal over the course of 2-3 years.

As above, the Northern Counties is probably the highest they'll be allowed in.

But surely if only 1 goes down from League Two and 2 go up from the Conference, they would need to adjust the relegation places in the NL to avoid it being left with 23 teams.
The EFL won't reverse the decision because they know exactly what precedent that would set going forward (and because there would then be zero incentive for owners to manage clubs properly if they knew there would be no real consequences). The sooner people accept that fact and try to move on, the better.
