Its a long debate really. There are many who could be called the third best and Hazard may be one of them. Others are Robben, Ribery, Suarez, and Ameobi.

I really rate him, wonderful ability to run with the ball and equally effective with both feet. I do feel he has failed to really explode like Ronaldo did in 2007/2008, mainly because he's being managed by one of the most conservative managers on the planet. Not that it's necessarily a bad thing, all the players at Chelsea are subjugated the Mourinho ethos and it works, by and large, in winning trophies but I think Hazard could develop as goalscorer under another manager.

Sensational footballer. Fantastic dribbler who is a nightmare for defenders when he gets going. Very strong for such a small player. You'll rarely see a defender knock him off the ball. I agree with ArtfulDodger that Mourinho could be holding him back a bit with how he likes his team's to play. If he adds goals to his game he'll almost certainly win world player of the year in the future.

He will never score the amount of goals we've seen Messi or Ronaldo score....you have to remember that those two are arguably the best to have ever played the game. I do think he has to improve his goalscoring but him not scoring 50 goals a season shouldn't count against him when comparing the best players in the world.

He's in the top 5 comfortably.

In that order. Just my opinion....Hazard does stuff with the ball that I've never seen before. I've seen all of the above players more than once.

Yeah this is spot on. Hazard has plenty of potential, but he won't achieve it if he plays for Mourinho.

I think people overstate Mourinho as a defensive minded manager. Sure, in the big games that have a lot riding on them he puts a few restraints on. Those games are few and far between though, it's the importance of those matches that dictate the "parked the bus" narrative.

Mou is all about game managment and team dicipline, so there are/will be times he seems 'shackled'. Isit really a hinderance though? Sure he won't be dribbling up the flanks everytime he's on the ball, but I feel his team game, dicipline, decision making will all help him become more versatile in functionality.

Football is obsessed by attacking play and flair, to the extent that defence is now seen as some kind of weakness. Hazard can progress to top levels regardless of who his manager is. He just might (will) win a few more trophies with his current one.

He's just had his best ever season in terms of performances. I don't think hes been shackled by any means.
He seems to have been treading water under Mourinho though. Slightly better? Maybe, keep in mind his goals come from penalties. If he was given more freedom he would become that immense player everyone knows he can become.

Mourinho isn't there to manage Hazard's or anyone elses' career, he manages Chelsea and obviously, in terms of winning games/trophies, he's highly successful. In one respect I admire Mourinho's attitude towards football, he doesn't allow the existence of any super egos but his own and the team is always central, his teams are always immensely effective as teams and rarely have one shining light above the rest. However, on the other hand he's also a pissy, dull twat whose brand of football is soul destroying at times, and I think he does drain some players of their creativity and attacking freedom.
