My theory is that it isn't considered "clear and obvious" if the referee thinks the ball had gone out of play before the foul.

Is it even a foul? He's played the ball out and ran into an already grounded Kompany. VK is not obstructing his path to the ball as it's out of play.
Only seen 1 replay, but looked that way.
Perhaps, just maybe there's a possibility the officials weren't going to give Brazil the benefit of any doubt due to previous games antics.
