Yes, wealthy clubs buy players from less wealthy clubs. But the difference between England and Germany is that most English clubs don't have to worry about German clubs coming to poach the players they want to keep, whereas German clubs nowadays routinely lose players to even mid-table English clubs.

A club like Stoke buying players like Wollscheild and Arnautovic from mid-table German clubs. Or Newcastle buying Cisse, or Tottenham buying Son. That's the power Premier League clubs have over Bundesliga clubs. And you don't nowadays even have to be one of the richest PL clubs to do that. If Southampton wanted to buy Mainz 05's best player, they probably could, while Mainz couldn't buy Southampton's. And so on.

I feel like the premier league has sold its soul to some degree, for example the wages we give to often mediocre players allows them to live in mansions without even being that good. They are living the dream of most young kids and still have a ridiculous amount of money. are you telling me that if a footballer could only earn a maximum of 50,000 a week then the quality or amount of players would go down?

It's only reflecting the demand. The amount of money there is in the Premier League is only because people buy those tickets, subscribe to those broadcasters, buy the merchandise. I think it's much better to let all businesses find their natural place rather than attempt to somehow restrict them, like with salary caps, for instance.
