Why can't every US citizen be allowed to carry concealed nuclear weapons?

I checked the NRA's website and even they - the pussies - only campaign for retaining assault rifles (here), when the Constitution (God Bless America!!) specifically does not ban nuclear weapons or assault rifles.

Those same nine reasons for allowing assault rifles apply also to nuclear weapons:

Reason #1: Nuclear weapons are not fully-automatic military machine guns
Reason #2: While admittedly, nuclear weapons are more powerful than handguns and air rifles, people can still hunt deer with them.
Reason #3: Use of nuclear weapons by states has fallen to an all-time low suggesting that owning them doesn't cause trouble for anyone.
Reason #4: Nuclear weapons have never been used in more than a small percentage of violent crime
Reason #5: Nuclear weapons bans have not reduced crime.
Reason #6: Criminals could easily get around a limit on other banned weapons.
Reason #7: Criminals could switch to more concealable weapons.
Reason #8: Criminals could switch to more powerful weapons.
Reason #9: The Second Amendment protects the right to nuclear weapons designed for self-defense.

I tell ya, these foreign terrorists won't mess with us if every child carries a 4 kiloton nuclear warhead around.
