Part of the ground is in the administrative area of Flintshire, a Welsh unitary authority. Part of the site lies in Cheshire. An English authority. The ground is owned by Cheshire. There is no way to get to the rest of Flintshire without going back into Cheshire. One stroke of a cartographers pen and it's back in England. Unless you are a complete moron it's a non issue. Fun to bring up to poke gentle fun at Chester fans but completely insignificant otherwise.
I don't know the details of the sale of Sealand road but given what was built on the site you'd expect the club to have come out of the whole affair pretty well off. The fact that never happened and 25 years later the club actually dissolved is probably more annoying to Chester fans.
