Maybe it's less common in England, and admittedly it was a long time, but seems minor relative to everything else that's going on in the world.Then no, it isn't, and I'm unsure why you would think it is. Unless you believe leaving three children aged 1, 3 and 7 unsupervised in a car whilst you f**k off shopping for an hour is acceptable in any way. That is neglect for me, and should be charged accordingly.
