Very true, but many leagues aren't that competitive with only two or three teams likely to be crowned Champions, and outside that handful there are teams who play in front of pretty poor crowds. There are of course a few exceptions, England and Germany, where all teams in the top league are well supported and that tends to extend to lower levels. However, the sorts of crowds we get in the Conference, particularly the likes of Luton and Bristol Rovers in recent seasons, would be totally unheard of almost anywhere in the fifth tier.
Here are the current years stats for Regionalliga West (one of 5 divisions in tier 4 Germany).

As with the conference, the 4 clubs at the top of the list are 'fallen clubs', three of which have been relegated for financial reasons not for anything they have done on the pitch.
Elsewhere there are U23 teams (who normally play any important game the same time as the parent club to avoid problems) and small provincial sides making up the numbers (there are 144 teams in the top 4 tiers).
I don't know much about the other 4 regional leagues (Kickers, Saarbruken and Magdeburg get 6-8k, the latter recently got 16k for a game), or indeed the 5th tier Oberliga, although there is one club (Wuppertaler) who are capable of big crowds. The largest Oberliga crowd I have been in is 7k.
