Law is still fucked; if a thoughtful passer by discovers the above they are in grey territory at best as to whether they'll be criminally charged for damages, for saving the dog. Has to be proved that the dog was in 'clear and immediate' danger of dying.

The emergency services added the animal did not come to any harm, but the owner was given a stern warning.
