I think you've hit the nail on the head in the last part, fifteen to twenty years ago it still might have happened much to the distaste of normal everyday folk, but it wouldn't have been put online so no one would have known. Once you put it online you effectively 'publish' it, but I don't want people criminalised for being morons, that's not the role of the state at all.
