I can't say I'm that confident that these guys have done the research into Lukaku's family heritage, or the physiology of West Africans. Using your logic - if statistically West African men have a lower IQ than average, then how are we committing a sin of racial stereotyping if we sing a song about Lukaku being stupid? The point still applies - what if we use a negative stereotype that has statistics to back it up (like low average IQ) as opposed to a positive stereotype (like high average penis size) and make a chant about an individual highlighting that negative stereotype? Is that still fine?

If West African men have a larger penis size on average, so be it. They probably do. Does it make it alright to apply that stereotype to one individual simply because he's black? I don't think so. Just like it wouldn't be OK to assume someone is stupid because they come from a population that has a lower average IQ.

There are many reasons that a shite measure of intelligence like IQ score could end up with skewed data that suggests West African men are stupid. It's not true and it's a shite comparison. You dick is either big or it isn't, what is or isn't intelligence is very complex let alone the multitude of factors like colonial rule and that shit.
