I think they need some more creativity from midfield regardless of the Neymar replacement they've got in Dembele but the financial aspect of it might cause them to cool their interest in Coutinho. Not they aren't, both statements can be true. It was a mistake for the previous manager and CEO to let him go, but it was absolutely right for the new manager and CEO to rectify that monumental mistake and get him back.

Ofcourse there's a link. Doesn't mean that "Letting him go was a mistake" but "Realizing we made a huge mistake and resigning him is a great bit of business" can't both be true.

Indeed, hence my comment that it could end up being the sensible choice. But he hasn't done much to justify his cost yet.
